Fourth Street Rehabilitation

Public Works, in collaboration with the Transportation Advisory Board (TAB), submitted an application to the Institute of Transportation Engineers (ITE), Mountain District in March 2020 for the innovative Complete Streets Improvements made on Fourth Street during 2019. The Fourth Street Rehabilitation project incorporated Complete Street design guidelines to make safety and access improvements such as including multi-modal trails and traffic calming techniques. The Fourth Street project was awarded the 2020 Transportation Achievement Award for Complete Streets by the ITE Mountain District.

Road construction on 4th Street is complete, aside from installing final crosswalks across North and South Courts. The project incorporated 10-foot wide, ADA accessible concrete paths on each side of the road to safely convey pedestrians, and cyclists outside of the roadway. The path utilizes colored concrete with green and white thermoplastic bicycle lane markings to delineate the bicycle path along the sidewalk. The asphalt roadway was fully reconstructed, and new concrete curb and gutter will help improve storm water drainage in the area.

The Town wants to thank the Reclamation Neighborhood and especially residents of 4th Street for their continued patience during the work. Water main and sanitary sewer upgrades were performed in the neighborhood, then Public Works followed with the roadway and trail project beginning in mid-May 2019. Thanks to all those who attended the 4th Street open house on March 7 and provided input on conceptual design alternatives. Many useful comments and situations were presented and considered for incorporation into the final design. Feedback resulted in the design eliminating some parking spaces, and narrowing the road to limit the amount of speeding vehicles, which is a safety issue for this neighborhood being positioned between two highways.

The Town of Estes Park and its contractor, Coulson Excavating Co., will begin the rehabilitation project on Fourth Street the week of May 13. Work will occur from 7 a.m. to 7 p.m., Monday through Friday. No work will take place over Memorial Day weekend, May 24-27. Construction activities will initially include the demolition and replacement of concrete sidewalks, driveway access points, and curb and gutter. Beginning in June, the contractor's work will shift to the asphalt roadway reconstruction. Weather permitting, work should be complete before July, in anticipation of the Independence Day holiday and Rooftop Rodeo.

During construction, access to Fourth Street will be limited. Alternate travel routes will be required except for residents who live directly on Fourth or Fifth Streets, or those visiting the Estes Park Museum. Although barricades and detours will be in place, the contractor will maintain access for local traffic along Fourth or Fifth Streets. Intermittent lane and driveway closures will be required to complete the roadway work. Access to the Estes Park Events Complex will remain available via Manford Avenue. Access to the cluster mailboxes near the Events Center entrance will be disrupted. The Town is working with the postal service to provide a temporary mailbox site near the existing location, and outside of the construction zone.

Base on community feedback provided at the open house March 7, Public Works developed a design for Fourth Street that safely conveys vehicles, pedestrians and bicycles, incorporating ideas from the neighborhood. Some of the current on-street parking will be eliminated, and the concrete sidewalks will be reconstructed at 10-feet wide to provide pedestrian and bike travel lanes adjacent to the roadway.

Based on community feedback provided at the open house on March 7, Public Works developed a design for Fourth Street that safely conveys vehicles, pedestrians and bicycles as well as incorporates comments and concerns from the neighborhood. Some on-street parking will be eliminated, and concrete sidewalks will be reconstructed at 10 feet wide to provide pedestrian and bike travel lanes outside of the roadway. Construction on Fourth Street for this rehabilitation project may begin as early as May 7, but must trail the utility upgrades to the water main and sanitary sewer. Expect the majority of construction activity for this project to occur in June of 2019. Work is scheduled to be substantially complete by the end of June, and shall accommodate the Rooftop Rodeo event which begins July 8, 2019.

The Town held a public outreach meeting on March 7th to gather community feedback on the conceptual design alternatives. Thank you to all who attended and provided comment. Update 02.20.19

The Town of Estes Park invites community members to hear information and provide comment on the preliminary design alternatives for the Fourth Street Rehabilitation project at an open house Thursday, March 7, from 4 p.m. until 6 p.m. at the Estes Valley Community Center, 660 Community Drive, in the lower level conference room. A project overview will be presented at 4:30 p.m. and concept drawings will be available for review afterwards. The project is expected to take place in May and June of 2019, and consists of asphalt repaving along Fourth Street, with the potential to redesign the current layout of sidewalks, parking lanes, traffic lanes and new bike lanes. This project is funded with Street Improvement Funds from the one percent sales tax approved by voters under 2014's Ballot Issue 1A. It is planned in coordination with the Town Water Division's work to upgrade the neighborhood's water lines.

Public Works Pavement Manager Ryan Barr commented, "I am looking forward to this project and the opportunity to make the area surrounding the Events Complex friendlier to pedestrians, cyclists, motorists, and the neighborhood particularly during large events." The Town of Estes Park encourages neighbors and other interested community members to provide input on the preliminary design alternatives at the open house. Staff from the Town's Water Division and Estes Park Sanitation District will also be available at the meeting to provide updates and answer questions related to their projects in the neighborhood.

Individuals who cannot attend the March 7 meeting are encouraged to review the concepts and meeting materials which will be available online by March 8 at www.estes.org/FourthStreetRehab.
