Mall Road Looping Project

The design of the Mall Road waterline extension is nearing completion and the project is being prepared to advertise for bids in late 2025 or early 2026. These improvements will complete an important distribution system loop that connects our water system from Joel Estes Drive to Highway 34. This looping project was identified in the previous master plan as important to help water quality and stabilize system pressure in the northeastern portion of our service area.
A portion of this loop is being constructed as part of the Carriage Hills and Spruce Knob Water Systems Improvement project, with the portion along Joel Estes Drive scheduled for completion by summer 2026. This project connects to the end of the Joel Estes Drive pipeline and continues toward Mall Road then along Mall Road and across Highway 34 where it connects to the Town’s existing infrastructure. This complicated construction includes crossing of the Big Thompson River, the siphon from Lake Estes, and Highway 34. Traffic impacts are expected along a portion of Mall Road and at the Highway 34 crossing during active construction. Construction is anticipated to take 9 months.

About This Project
Design continues on the Mall Road Water Project. The design involves constructing a 12" waterline connecting our existing infrastructure between Highway 36 and Highway 34. The design will be completed in late 2024. Previous master plans identified this project as critical to improving water quality and stabilizing system pressure in the northeastern portion of our service area.
The Colorado Department of Transportation (CDOT) will need to issue a permit for crossing Highway 34 prior to the start of construction. Additional permitting and approvals from the State and Federal agencies will be required for various segments of the new pipeline, which may impact the overall construction schedule. Bidding for construction is currently planned to occur in 2025.
