The Town Clerk's Office provides administrative support to the Mayor and Town Board. It manages public meeting agendas, packets, videos, and minutes; the master meeting calendar; business and liquor licensing; liquor violation guidelines; official records and open records requests; ordinances; elected and appointed board contacts; the municipal code; and elections. Notary services are available by appointment.

Bed and Breakfast Licensing
A Bed & Breakfast License is required for owner-occupied properties within the Town limits that offer temporary lodging for guests. Licensing ensures compliance with occupancy regulations, which allow two occupants per guest bedroom plus two additional guests, with a maximum occupancy of eight. Applications must be signed by both the property owner and the innkeeper and submitted with all required information.
Business Licensing
A business license is required for all businesses operating within the Town of Estes Park, including those that sell goods or services, provide accommodations, or engage in any non-residential activity. Each business location must maintain its own license, regardless of ownership. Renewal notices are sent annually in December, with payments due by the end of January.
Liquor Licensing
Because Colorado is a dual-licensing state, liquor licenses must be reviewed and approved at both the local and state levels. The Town Clerk’s Office assists applicants throughout this process, from initial submission to State Liquor Enforcement Division review. Applicants should allow sufficient time for processing—typically six weeks to six months—and are encouraged to schedule an appointment before submitting paperwork.
Vacation Home Licensing
A Vacation Home License is required for any residential property within the Estes Park Development Code area that is rented for fewer than 30 consecutive days. The license regulates occupancy, ensures compliance with local ordinances, and supports workforce housing efforts through required annual fees. Renewal notices are issued each December, with fees due by January 31.
